the control motor for the under-dash vents is a common fault. pull the glovebox out and double check this is swapping from the heating to cooling positions correctly when you operate the controls. if that's fine, you could have a problem with the air conditioner itself.

the head units can fail also. check both of these, and if it looks like it might be in the A/C system itself, let me know and I'll try to diagnose it with you.

it could also be the temp sensor located behind that small grill in the dash next to the steering column. sometimes they stuff up

I've seen what Justin is talking about happen in another 180, and as he says its a common fault.

behind the aircon controls, under the dash, is the mechanism that switches the vents from heater to aircon. You are going to have to get under there with a torch, take the glovebox out, and have a look.

Chances are good that the flap thing isnt switching from the heater to the aircon. Once you know where it is you can reach under there with your hand and switch it manually :P

the MOST common reason for soley blowing hot air in an S13 is due to the plug to the sensor on the centre console not being plugged in.

Its the one you have to unplug to get the radio surround off (eg. when changing CD players).

Second look would be at the mechanical gate behind the dash.
