The apperance is consistant with anencephaly, as the snopes article states. Really its not that special, if you were to go to say, UNSWs medical faculty they have multiple specimens in jars displaying this unfortunate condition. Like all neural tube defects its thought a deficency of folate plays a role. Its rare in countries such as Australia but In impoverished nations such as nepal, its more likely the mother had an poor diet, possibly contributing to this event.

Nasty stuff.
