The cop has nothing to do with the points, he rights the fine and it ends there. The only way he could limit the amount of point is to lie about your infingment.
0-14km/h is 2 points, double demerit = 4.
You only loose your points when you pay the fine.
90% of places will just laugh if you ask for insurance especially with a import or turbo.
You now have 5 years of high premiums to look foward to.

How many points does it say on the fine as you may have a leg to stand on, if it says 2 point go and seek legal advice, some lawyers have fee days where they look at your case and offer advice "yes we adise you taking this further" or "you are screwed start loosining up your sphincter for sambo"

Ok...the penalty notice doesn't say i lost 2 points, only the fine...so i guess i got no chance in going to court and winning right?

you can still take it to court, it will take 12 months at best before it makes it, but since you sent the payment off your screwed, about your only chance of anything is, if the cop wrote down that you get a fine and 2 demerit points deducted in his note book, even if this is the case you take it to court the polie will not like it, and more than likley cause you hasseles all in the name of justice random breath test's , defect your car for what ever reason they feel fit, it could be a defect for a dirty windscreen,(obstructed vision) yes they can do it and also charge you for dangerous driving , claiming that you could not see enogh out of it and therefor you were driving in a manner dangerous to other road users
also your legal fees will be costly

there is a limit for summons to court that i know of. its 6 months, so if you want to take it to court, send in the form. if you dont recieve something within 6 months, then they cant summons you after that point.

if u take it to court and, it can become a criminal conviction(im not sure if u win or loose), because you have escalted it to a court of law. The infringement is an agreement between you and the police and the infringement bureue that you incurred in a traffic offence and pay them. (raise revenues).
