Hmph, While in mt druit, i overtook a old vn commo i didnt look properly and nearly cut her off accidently , she came up next to me and beeped her horn, she was plain clothed, with a passenger, she showed some badge and said your fine will be in the mail.

then drove off, am i gunna get fined, im pretty shure they need to be on duty and shit..

Plain clothed and off duty are not the same.
Around Mt Druitt there are plenty of plain clothes cops around (some even have P plates on their older model commodores making them less obvious as being cops)
I don't know how they can book you for "almost" having an accident though. I mean, if they fine you it would be pretty easy to contest in court should you chose to do so.
My guess is you wont hear anything more about this

they certainly CAN book you, using the old favourite of negligent driving.

cross your fingers and hope you got away with it. you've admitted that it was your fault after all.

if you do get a fine then tough, serves you right for cutting off ppl whether it was intentional or accidental.

that happens to me all the bloody time by both p platers & full licenced idiots.

Without taking your DL or anything like that I highly doubt it.
Too much "here say"
Maybe shes going to send you a fine for being ugly. Who knows what the hell she meant when she Honked you..... :P
