I would like it to be some what on the quiter side as i dont want to much trouble but the cops.

the factory one is good.

Get an S15 one ($50 or so), block the bleed hole inside it, and it can safely take over 100psi

Is there a bleed hole on the S13 one? If so, is it worth blocking or is the S15 one better in design and a worthwhile upgrade?

from memory the S13 one doesn't come apart the same way so it's a lot harder to modify.

The S14 one should be the same as S15.

I think there are a couple of different types.
Some of them are crimped together so you can't easily open it.

i think you should go a hks s14 kit and plum it back all you need is in the kit this is the same as what im running

using the block will work till you blow your turbo and the noise it makes is very loud.

i hope this helped.

Or just no BOV at all.
Cheap, easy you won't kill the turbo either way so spending money is only for rice value.
